I interpreted it the same way. 

Still, that's the part of the Argenton quote that I'm not 100 % sure to understand ( "We look forward to receiving a positive decision to use LFS-3 in this important part of CERN's major experiments."

It would mean, in that light, that as a tester he looks forward to get the ok to test the LFS-3 (and the tests would be the so-called important of Cern's major experiments, obviously, since it ends up determining technical parameters). Or, to resume, that wouldn't mean much for now, since we have no clue how many different competitors there are, and how many failed to get there.
