Once a bid is submitted, the bidder won't know until after September 6th if it's accepted or not. Most bidders will submit their bid just before the deadline to prevent anyone from sharing ...more

40 sounds about correct. These r unsealed bids. So most of the 40 would be returned at a bidder cost of maybe 1 million. They could then rebid. By deadline there could b several competing bids. Very ...more
