Its typical of a Subsidiary. There is no motivation to promote the stock. Parent is being prudent. They have always played the slow long game. Most REITS are trading at a discount

MRC Using Backdoor DRIP to Slowly Takeover MRT
With the DRIP, MRC as a significant holder is taking over MRT slow and steadily at very low price. The DRIP gives MRC 1.5% extra ownership of the remaining 22 million shares monthly.
