trouble with brazil route is you need Peru's navy to escort

the barges and they want the oil to go in the pipeline, which, needless to say, they can't keep functioning because they don't/can't keep the locals from taking over the pump stations.

I like that they seem to be offering something definitive to the spear-chuckers. With plenty of money coming through the door, a few percetange points more in royalties won't hurt.
