According to the Repulse Bay article on Wikipedia there is annual sea lifting to Repulse Bay from June to October, and sea lifts are more cost effective than most other forms of transportation for arctic resupply operations.
Google Earth's imagery of Repulse Bay shows it ice free, so it must have a summer break up. There is a very clear image of the village and the air field there.

According to Wikipedia, it is surrounded by a Canadian National Park.
