There are currently a couple of other COWS in process:
Barrick has one going
Rio Tinto has one going
Due to priorities it seems SA is third in line and this would explain some of the additional delays following the earlier flooding. 
These I believe are all 8th generation, so having Barrick and Rio ahead should make SA's process a little easier.
The other niblet I picked up is that the current Government is seeking to have COWs completed in 2008 before elections in 2009.  These will be feathers in their cap with respect to the activity related to the Mining sector.
Be it April or May, if the SA COW is initialed expect additional drills to go into action as activity will be stepped up.

In summary, there was a fair bit of discussion on COWs and a number of questions from the floor.

I am sure other attendees can add to what I have said, or correct if I am wrong anywhere.
