I wonder, though, if this is an announcement of a final resolution by Hugo Chavez or just a more detailed statement of her previous position.

It's hard to know, because her comments come without any telling context. She made them in an interview with Reuters. Though she mentions Hugo Chavez, she doesn't specifically state that he has ruled against open pit mining in the Imataca ForestReserve. So these may be simply a restatement of her position and its rationale.

I wonder, too, whether Reuters brought today's press release from Crystallex to her attention. It was strident in tone, gave the impression that the issue of permits was far from settled and referred to Ortega as "a Director General at the Ministry of Environment" and later "this Director General." It may have piqued her.

Hope for some comment from GRZ and KRY tomorrow, preferably before the open.
