By what metric are you judging this guy?  Whilst its true that CME did not hit the jackpot last season(or this) the prez was one of two principals behind Tiberon Minerals-.10 IPO and $3.80 buyout-albeit after more than a decade.  His next venture was a high risk high reward OG play called, appropriately, Keeper.  Another .10 IPO and a $1.55 take out.
More impressively, these were not pump and dumps-but real world class projects.  If you know a promoter with a better record I am all ears.
