I found the very last line of the Wimax Forum's submission to be interesting though.

The WiMAX Forum recommends to Industry Canada to allow at least 30 MHz per operator, in order to deploy a viable system.

Also strange about Look's was that it was the longest of all the submissions, by far - very peculiar considering that they won't have any spectrum. Is there a loop hole in the sale to Inukshuk?
