You do not need to make an assumption that they found oil at this site. They did find oil, we now need to determine through testing how much oil!! They definitely can drill another hole from their present site perhaps going down to say 2000 meters then do a horizontal drill for 1 km and then down. That is certainly an option for them and depending on the costs associated with doing this, as opposed to moving the rig and building a new flare pit, would have to be weighed.
