I work for a large engineering firm as a field inspector and  managements scapegoat of contractor delays is 9 times out of 10 just p^ss poor timeline projections by engineers and managers. The guys doing the timeline projections are usually loafer wearing office geeks who have a hard time changing a toilet paper roll on a dispenser let alone understand how to pull wire or lay pipe or build a foundation. You don't need "managed framework" you just need to ask one of the construction laborers ( like shop2) what they think. I continue to believe CC didnt ask too many questions cause he didnt want to know the truth.
