No not at all. There doesn't have to be a positive upward correlation at all.  In a normal market ISA has its own path.  In fact at one point it had  nearly tripled in value over the previous year.   What I was saying is that in an extraordinary situation like we have been having where people are worried about the economy, hunkering down and being cautious with investment and in some cases getting out of the market entirely, spec stocks are going to be hit particularly hard and certainly are not going to be immune.
