Mining License Application Date

Mining License Application Date
First off, I would just like to introduce myself since this is my first post to the board here.  I have been long in Ruby Creek since last november and also have had a hefty share load in Douglas Lake for over two years now.  I have enjoyed reading the discussions by all and look forward to many more as Ruby goes into production (hopefully soon).

Which brings me to my question to you all.  I try do do as much research to get a firm understanding of events as they unfold, but one thing I have not been able to definitively identify is the date that RBYC applied for their actual mining License.  The reason I bring this up is because I was looking as press releases for Shanta Gold, another company operating in Tanzania.  They have a press release where they applied for their license last November and were finally awarded their license earlier this month (10 months later).  The closest thing I could find was when DLKM applied in September 09 for a minig license.  Did RBYC just assume this application, or was there another application that was submitted at a later date?  I'm not trying to be a pessimist, but it would help to have a clear understanding of the timeline of events here.  If we did assume it from DLKM, then we are going on 12 months. since application.

Any insight that can be provided would be greatly appreciated.  Thanks!
