This isn't simply an exercise in symantecs and interpretation. This is most importantly about gaining an understanding on what powers the EAO has. Specifically, does it have the power to unilaterally extend timelines (including the suspension timeline) and therefore delay the granting of their approval of the application for the NTL? That's what this is about.
