Great to hear that we have someone 'on the bus' who knows first hand a little about EA approvals and the FED/Provincial inter-workings. I have a B.Sc in Botony with some Ecology and Zoology mixed into that so I find all of the EA vetting side of equation very interesting - and the right thing to do.
So, to make sure I'm understanding you, IF no blatant shortcomings --> BC Hydro not likely to allow that to happen as they're most likely one of the biggest stewards of the environment and still government owned <-- and IF local first nations onside, THEN we'll have a "FED GO DECISION" as well, most likely.
