whats the holdup!

whats the holdup!What comes 1st...the JV or financing?  Is one contingent on the other?  Would VER not have better access to financing with a JV in hand?  How about a JV announcement complete with additional land...wouldn't that allow VER to finance at higher levels? Thoughts anyone?
