The regulators have imposed a number of new requirements that IVW must meet with respect to its monitoring procedures, reporting and auditing. An outside observer has to wonder why most of this wasn't done when the new shipping method was first introduced and, secondly, why the operation had to be shut down for two months. It was known very soon after the shutdown that no harmful lead amounts had been found in the containers or along the route. The company, and its shareholders, have paid a high price in order to keep the bureaucrats happy. The up side is that, we can hope, the company will be able to operate in the future with a high degree of certainty that it is keeping the regulators well informed.
