RE: VMS and 3 HudBay drillssudzie, there are a couple of reasons why they are cementing these holes.
 
1) For water and blast concussion purposes, as you pointed out and

2) Sometimes when the ground is extremely poor and is breaking up behind the bit they will drill as far as possible, pull rods and cement the hole, then redrill the hole through the cement. Typically this is done when drilling blast holes and is not usually done with diamond drill holes because diamond drills are not percussion drills like blast hole drills thus don't destroy the surrounding rock when drilling.

3) I am not sure about Manitoba law but, in Ontario it is now the law to cement/plug diamond drill holes drilled from surface.
