This part could be a warning to Sintez among other companies:

Furthermore, Utonih said that the Ministry of Mines wants to see holders of exploration licenses undertaking activities which point to their seriousness as well as their capacity to carry out the terms stipulated in the license once it is awarded.
“It should be clear that the Ministry will not tolerate any situation where a licence holder wasters valuable time without making any effort to carry out exploration activities,” the Energy Director said."
