I'm afraid you a reading this wrong. What they did is sort of standard.
For each share they buy they get HALF a warrant, but down the road to buy one share utilizing the warrants, they will have to present 2 X Half a warrant - hence 1 warrant .
In short, to get a FULL warrant they have to BUY 2 units. Which gives them 2 shares + 1 Full warrant.
As such their cost per share becomes 2 x 0.20¢ + 1 x 0.30¢ = 0.70¢ for 3 shares or 0.2333¢ per share.
