My immediate reaction was...

"Jeez, we're only allowed to issue options equal to a maximum 10% of shares outstanding and we're doing so at a peak? What were we thinking? Quick, cancel them before it's too late and we'll issue them when it's more favourable."

But hey, WTFDIK?
