Up until recently I was in the business. I have a good idea how things work. Yes, in theory you can call it market making; reduces market volatility, creates market liquidity...blah blah blah, spoken like a true company frontman. In reality the institutions know where they are taking a particular stock. If its up.....you will never fill on an order of say 10k even if the order is at the ask and there are 20k showing at the ask. Program trading will fill you on a few 100 share lots and up goes the ask....trying to get you to chase the price up!
If the direction is down, you may see a tight quantity on the bid side...say 1k. You put in an order of 10k on the bid side and............tada surprize your order is filled immediately. Where did that other 9k come from.........program trade kicked in about a billion'th of a second after you put in your trade. Now try to get out!!!!! Ha Ha gotya!.....you gonna help us push this baby down, then try and get out now! and if you don't you are in for a nice long slide down!!!! Oh ya! The reverse is true on the up side. win win for the institutions....lose lose for the retailers (commonly known as" Suckers" in the trade.
This is what guys like you call" MARKET MAKING" I would call it MM as well but I think a more truthful label is money making by market manipulation......but that wouldn't pass as a corporate label.
