The Russian Influence is definitely part of this play, but I agree with kettl_a and others, that this is not the key issue to "our" delay. As to collima's "Russian Stick", I wouldn't see it exactly the way Theodore Roosevelt's did (re)set this old African expression, but with nowadays international markets and the chance of market based conflicts caused by the need to become and stay independent of commodities, his idiom is still of high actuality. REEs are of strategical value, otherwise none of us would be invested in such an venture like Stans. And, it can be either / or – successful or not.
