CCAA is a Federal Act and it trumps Provincial jurisdictional law. That is not an opinion. It has been challenged on many different fronts in the past years and the Supreme Court's ruling's have been clear in every related challenge. When Federal and Provincial laws are in conflict then Federal law supersedes Provincial law. Quebec courts do allow the shareholders of a Quebec registered company a vote if the plan is presented at the Provincial level. (Outside CCAA). If it is done under CCAA then Provincial laws do not apply.
