If the government press release stated that one of the main reasons for the rail link was to get potash from Dallol to port in Djibouti, then don't you think it is reasonable to expect them to go directly to Dallol?  Why would they stop at Mekele?  are there any potential potash mines in Mekele?  None that I know of.  Have you heard of branch lines?
