Despite all the BS that the exchanges claim about providing needed liquidity, etc,, shorting and naked shorting, in my opinion, exist only in order to allow ongoing manipulation of the markets to the detrement of small retail investors.

There was a recent story about the percentage of fines that were actually collected by some of the provincial regulators-- laughable if your a broker or a brokerage firm, but it would make small investors gasp in disbelief!
