The question is how strong an exploratio nlicense is. It is not land ownership, and I don't believe Cascdero

would be allowed to block a mine. They might get a small compensation for having a part of their claim revoked.

 

It has nothing to do with dictatiorships. Even in a democracy, an exploration license is not really land ownership.And even land ownership can be revoked by the government.

Do you seriously think that Cascadero can block a mine. Almost certainly, Cascadero will, at most, get a financial compensation for the loss of parts of their claim. And that compensation will not be huge. How much did Salta pay for the license? When does it expire. Are they even drilling?
