Of course, a mine could be built without Salta's cooperation. But if a JV is being negotiated then all is fine. And yes, if there was a mine at Salta's claims, the tailings dam could be placed on Lumina's claims.
Copper mines are giant projects. Thousands of workers will be relocated, private property is expropriated in some cases etc. An exloration license will not stop a mine. But all of this is hopefully hypothetical.
More constructively, where do you have your information that a JV has already been aggred on. Are you an insider in Cacadero?
