Snoopydoo the company's current agreement is with a small financial institution (credit union) who has a deal with Mastercard. I think the company would have a deal with Visa if possible.  I doubt they could go direct because they are neither financially stable or have significant revenues.  The only hope I see for the company is similar deals (plural) to the City of Toronto contract.  The challenge is that there are other vendors that can provide a similar service and the company has a very scary (IMO) financial position.  If the company would release the subsequent events we would know if they retired debt with the latest share offering.  it's tough to determine how long their cash will last without knowing what went to retire debt.
