For example I know that you can't announce you are going to do a PP at 50 cents if the day you announce the PP the stock is trading  at 1.50.  If the stock goes up after the announcement of the PP that is different. If the stock goes up after annoucement of the PP then the exchange usually but not always has no problem with it.
