Check out OPEL's whitepaper and you will see that APIC is named. I contacted OPEL directly prior to the release of the whitepaper while investigating this company. At the time, when I understood a tiny fraction of POET and APIC's FLIP compared to now, I was concerned when it appeared ODIS had lost a PII NAVY SBIR grant to APIC. It is still unclear if OPEL abandoned it or if APIC had a better solution. One thing to note from an examination of APIC's patent portfolio (such as it is - about 6 patents last I checked), is that the military actually owns certain rights to APIC's patents, while ODIS has managed to retain exclusive rights to POET.
Following the release of the white paper I realized that APIC is still a packaged solution like what IBM and Luxtera produce. Also, like everyone else is saying, it only addresses a singular market (which is what APIC is designed specifically to do) and is not a complete CMOS replacement like POET is.
