The other thing we need to keep in mind as we start seeing more POET-ish technologies reported, is that the integration of "optical elements" or "optical components" may not include integrated lasers.
As in the case of the IBM effort(s) the laser is off-chip, but on-chip elements include multiplexers, modulators, and detectors. Those are considered optical components but it's not the full set.
These are the components that ODIS still needs to demonstrate, but my understanding is that Taylor and Co. will not need to burn the midnight oil to create these. They will likely be demonstrated on-time now that they are fully funded and adding personnel.
