Perhaps another important question, is to ask that, despite it seems certain that the pipeline will be built and production will increase, what is making investors not buy into the stock?  It seems so fullproof so why isn't everyone just swarming in?  The stock has in fact been declining in value.  Perhaps the pipeline hype is past it's peak allthough this stock seems to have a price that is highly correlated with production levels.
