Zeus, do you live in Calgary?  I do.  At 8:00 a.m. yesterday (Friday), the downtown core was fine and had no issues.  By 10:00 a.m. it was under water.  How can you say that "it has been obvious for days that the downtown area would not return to normal for an extended period of time"?  By the way, today is Saturday.  This does not constitute "days".  I'm sure Wade has no idea at this point whether he needs to move the location of the AGM or not.  The area around the Petroleum Club is fine.  It's a matter of getting the power back on, and they are predicting this will happen by Tuesday or Wednesday.  However, no one at this point in time is sure how long it will take.  We cannot expect Wade to have prophetic superpowers above those of Enbridge, our mayor, or our police chief.
