With the shares peaking around mid $37, I just don't see it getting back there until the uncertainty around the auction clears up starting with Sept 17, the final day when participants have to register.

It's a shame with the whole Verizon fiasco because the share price was trending nicely and a lot of the share price friendly news in the summer like the solid Q2 numbers and share buyback program increasing to $1B got lost in the chaos.
