RE:RE:RE:Turkana Community Lists its DemandsIf they have individuals with the right training AND capability/experience to fill the jobs, then by all means they should get preference. Same with the ability to supply materials/services - they should be invited to tender and have their tenders assessed on the same criteria as all others. This stuff should already be in the PSC.
Standard for vehicles and drivers - they can't have the locals deciding this. These operations, including transportation, are serious business. What if there's an accident on the road or wellsite that takes lives of locals or company employees because the company is required to employ someone who may have the training but not the experience or background to take apppropriate actions for the situation?
If Tullow needs to interview for a specialist that doesn't exist in the local population, what's the point of forcing the interview to be held in Turkana?  Refinery? Absolutely ABSURD - time to get real and have the feds step in here.
