It is up to CRTC to approve it. Inside Trading would be a problem if you knew when. Since it is not as big as most big players, the deal will go through easily. It cannot monopolize. The deal can happen anytime. Just don't lose out when this happens. Yes, manipulators are everywhere. Expect that.
