Rig 116

In the news release the statement " Efforts continue to secure a contract for Rig 116 in PNG." give me some cause for concern. If they didn't have a contract for that >25 million dollar investment, why did they get it built? Not trying to be critical here, but just aware that there may be more to the story than meets the eye.
