.....please help me...

.....please help me...I'm trying to believe, but none of this seems to make sense. Here we have a co with no market following, 360M shares outstanding trading at 40 cents, and just needed a bail-out from its major shareholder for $10M of debt, proclaiming "We will drill 23 wells in 2015, a capex of $50 to $75 million above our cash flow". Huh ? Does that mean we need to issue 100 or 200M new shares to finance this ? And yes, all that information would be very relevant....I'm trying to believe here....but a realistic go-forward game plan would help.
