As to "it would be very hard for the Government to set it aside without finding itself the subject of appropriate legal challenge" - keep on thinking so if you like. The reality is quite different, though - it was not the government, it was only the former minister of economy who signed it. A very easy position to quit.

About "Governments have a duty to take decisions in the wider national interest and frequently do so in the face of overwhelming local opposition." - Slovak government has no duty at all to please a small Canadian-based uranium company and their shareholders by allowing them to mine uranium in Košice and pollute the environment of the 2nd-largest city of the country. Btw. talking about duties - you should tell the government in British Columbia (and other Canadian states that ban uranium mining in their territories) that it's their duty to allow uranium mining...
