Between COS and JOY

Between COS and JOY
I want a dividend paying energy stock with very low debt and big upside potential, and I am between JOY (Journey Energy) and COS (Canadian oilsands). 
 
Journey Energy is owned by the biggest Canadian pension fund. PSP owns 47% of JOY.
Who is the biggest shareholder in COS?
