BUT, when you get the cash seems priorities change as fast as the story. This drop in price is a real disaster. Issuing more shares is the first step in a two step process...that ends with the --R-- word.
Yup after you dilute and pay for the yacht and the kids college you do the rollback and go for the last few dregs. There are two rules shareholders should follow 1) don't approve dilution after a substantial drop in the stock price 2) don't approve a rollback after a substantial drop in stock price.
If they know they can't get away with it,it forces management to get real creative in securing sales and contracts. Otherwise, dilute then rollback. The one two punch that kills all those dogs with fleas.
