The article only says that the ministry of environment excluded certain environmental organizations from the decision-making process about the renewal of Ludovika Energy's exploration licence with rather a funny argument that "an exploration area has no impact on environment" (an exploration area might not have, but the exploration does have!). Nevertheless, the ministry refused the renewal of the licence since Ludovika didn't fulfill the necessary conditions - an exploration area can be only extended beyond a 10-year period, if the 10-year period was not long enough for completion of the exploration, which is not the case here. Ludovika could have finished the exploration in time if not for their own financial problems - they simply didn't have enough money to finish the drilling in time and now are expecting the ministry to grant them more time... why on Earth should the ministry do that?
