As to shorters; I believe that a waiver be signed between the broker & the investor on whether or not that individual's shares can be used for shorting purposes. And before you start twisting my words I mean when an investor engages a brokerage firm; along with credentials, type of account etc. the waiver is signed & applied to all trades & stocks purchased by that investor. Should an investor decide to change his mind - a waiting period say 2 months apply before it is in effect.
