Awaiting an RTB and awaiting final inspection are two very different things. Thanks for correcting yourself here.

But I was wondering, don't they indeed have a ready to build license? According to their list of milestones, they received the ready-to-build status in January '14. Sounds like they're in the same boat as SL, but with a smaller license (as you've noted).
