Can someone please give me a quick education on Shorting Rul

Can someone please give me a quick education on Shorting RulI have never shorted a stock and have no intention of doing so.  But, I need to know if
the following is true:

On Monday I was advised  that a stock selling at less than $3 can not be shorted.

On Tuesday, I was advised that if a shareholder has a Margin Acct, their Traders
can borrow the stock and short it, it can happen with a stock as low as  2 cents.
One trader actually borrowed the stock from House A and sold it thru Anonymous.
If this is true anyone holding penny stocks in a margin account needs to have a
High Sell Order to prevent Traders from borrowing and shorting their stock.

If you do not have a margin account, no one can borrow and short your stock.

i would greatly appreciate learning if this is true.  Thank you in advance.
