The worst has already happen

Until recently the biggest fear was the BBD had to borrow more money. With the bailout news from Quebec provice, I believe the worst has already happened. The only thing that can make this worst is Chapter 11 which will not happen. I believe that the worst for BBD has already happen and from now on it will only go up.
