Merger transaction circular?

Merger transaction circular?The Information Circular for the merger seems to be taking awhile to be released! 4 weeks have now passed since the announcement, yet no information circular!
What still seems odd is that a board member who held no shares of the company was allowed to be involved in the merger negotiations! Hopefully the circular will shed some light on this grey area!
