Were they wise to sell? If so, then what were TD thinking when they increased their target price to $24 on Dec 9? TD points to lower fuel prices and strong Nov traffic results. That makes sense enough - but what do management know that TD doesn't that makes them sell now? (and in March, May, June, November)

The selling you were talking about was from exercising cheap options that were previous issued in the $1-3 range.  You can't really blame insiders for cashing in on these options before they expire.  Now that I think about it this probably had a bit of a dilutive effect on the share price in the short term.  If you go on Canadian insider you can see the most recent options that have been exercised.  Calin Rovinescu himself exercised more options as well a few days after Q3 was released.
