Is today also the date where who ever holds shares as of today, will receive shares in the split (new company) as well? There has to be a date associated with this...

Nice try but absolutely not.
The company has been very clear that the actual split might not occur or that it could be delayed.
The vote gives management permission to proceed.
When the company goes ahead they will declare a date on which ownership will convey shares in the new company. Shares in the new companies will commense trading the following day and shares in Nuvo will cease to be traded.

In light of what happened with the proposed and voted on RS and US stock listing I hope that if the spin-off actually is voted on and accepted by shareholders that there is a drop-dead date. I don't think we need to give management permission for an indefinite period of time to proceed as the world changes.
